I'm guessing there is and always has been a load of countries around the world where the percentage of military spending that's unaccounted for is much larger than the accounted for portion. The question is how much is spent on stuff that can't be discussed for good reason (or not-as the case may be) and how much is "whoops, where did it go"?

This isn't military spending, this is aid for reconstruction and development projects.

Note to self: Always good to read the surrounding text carefully before commenting. (got a bit too confident there-see I told you it would happen if I was encouraged)

If we shift the thread of the conversation over to actual military spending though as opposed to reconstruction, my question still stands.

It's called discussion.

On the military side, the GAO has cited a lot of questionable spending. Plus a lot of the military spending is channeled through other departments and it's really hard to come up with accurate totals, no less where it went. There's always a few people that get very wealthy on wars.
