I'd say the neo-con speech writers work directly for and can be numbered among the puppeteers. The problem with Bush is that he has no core beliefs, which was evident as soon as he started selling that compassionate conservative crap. He is like Clinton in that way, with the obvious difference being that Bill called his own plays.
