The US receives the poorest available score for Identity Cards/Biometrics and Border and Trans-border issues? What are the complaints or poor practices that lead to the poor score?

Do we have cops roaming the streets demanding to see your papers at random? Pinning you down for a blood sample "just cuz"?

What type of border should we have if we decided that receiving a high score on this report was desireable?
