More specifically, a horn shark egg case.

I remember seeing similar egg sacks, like the lightning whelk, that are in a spiral.

Yep, it's a horn shark egg sack. Can you imagine finding that on the shore and thinking it's a wood shaving or something otherwise completely non-squicky?

They are too flimsy to do any actual work, so I think they are a measuring or layout device of some sort. I'm thinking something to do with sewing. All the sewing gauges I can find have sharp corners. they don't come to a little curved point. they look more like this:

But yours is old and looks handmade, so I guess it could have been made special. I can see them being used to locate a point, like where to sew a button on.
