They are used in a Vermont general store on a regular basis. These are at least 50 years old.

I always associate Vermont with snow, skiing etc.

From the wear pattern on the lower 'tool' (for lack of a better word) they're used to get something, like lard, grease, or ice cream, out of something else, like a can or jar.

Whatever they contact, it's not a staining substance, as these have been used regularly for over 50 years, and are not particularly stained.

I did wonder if they were butter pats, Mr G., but as you suggested earlier they might be for getting butter out of a churn, I abandoned that idea.

Suggestion re-instated but probably still wrong.

Additional hint, they've been polished by use and the smaller one is much older than the bigger one and has been somewhat further shaped by use.
