This is not a cork cutter but looks very much like one.
And this is how you would use the sharpener to sharpen the cork cutter. |

Yep! Gotta be sharp or they don't work worth squat!
I have a whole set of cork drills that get used very infrequently so I sharpen them before each use.

My mom has thought on an off over the years about getting cork flooring. But I don't think little circles are ever involved.
