Thanks PW. It can be read either way. I thought the presentation played well into a few other threads and discussions about grammar... no biggie.

Perhaps this is clearer:

When President Obama attends the climate summit in Copenhagen, he will vow to cut US carbon emissions by 17% by 2020.
