That program was downloaded by techniques also used by malware to infect a computer.

Second, the 480 errors are mostly irrelevant. Mostly exist because of point three.

Microsoft does not do that. The uninstaller is created by the program manufacturer. He will often leave behind undeleted fragments. Either intentionally or due to no reason to be hygienic. Since you will never know, then why should he pick up the trash?

So, third, many if not all 480 errors are traceable to programs that do not clean up after themselves when removed.
