Oil has very elastic demand - everyone needs it, so if there is a shortage, prices rise very steeply. Compare with, say cabbage. If there is a shortage, people just buy other foods.
Tap into other oil reserves? takes ages, too long to keep you warm this winter. But you're largely right. This is probably fear and speculation.
