Did you ever see the movie Secondhand Lions? No? Well it was an incredible movie. You thought it wasn't that great? Uh, ignore the rest of the example then...

The guy who wrote that script was a screenwriting professor of mine in college. He wrote it 10 years before it was finally made. Same with The Iron Giant, another of his. They floated around, and everyone generally agreed, "Oh yeah, this is great, someone should pick this up," but no one ever did.

He told us this could be very slightly attributed to production companies being honest with themselves--if their strength was Rob Schneider movies, they knew they wouldn't be able to make a good script "right," and that would be a waste. But he said it was mostly because if it weren't made "great," it would just be another art house flick, which don't make any money. He said the reason most great movies actually get made is a star actor brings it to the production company and says, "I want to be in this movie."
