So.. did these things get hit by cars er somthing? I can't imagine border patrol being so.. messy.

I wonder what happens if a balloon breaks. Would they have to worry about a potentially tripped-up goat floating gently past whatever checkpoints they had to go through? Though I'd figure the a bundle the size of those balloons would be enough to kill the goat...
