My guess is that one or more of the following apply:
a. Uninsured b. Untaxed c. MoT expired d. Broken down and beyond economic repair e. Stolen I'm not sure if his words signify panache or just weary resignation.

Or maybe it still worked but he couldn't afford the release fee. Yes you're right it could be weary resignation.

But surely it's more than just weary resignation. The guy went to the trouble of buying a permanent maker pen and then actually writing that message on his car. If it were just weary resignation he would have just left it and forgotten about it without going to the trouble of writing on it. I think it's actually defiance.
