My guess is that one or more of the following apply:

a. Uninsured

b. Untaxed

c. MoT expired

d. Broken down and beyond economic repair

e. Stolen

I'm not sure if his words signify panache or just weary resignation.

Or maybe it still worked but he couldn't afford the release fee. Yes you're right it could be weary resignation.
