It's illegal to get a tattoo from a licenced artist if you're under the influence of any drug or alcohol. In Australia that is.
I still don't see why it's graffiti though. It's an expression of a thought or feeling or emotion that you want to show whoever happens to look. It's no different to wearing earings or designer shoes. It tells people something about you. I'm assuming from your comments you're a clean skin tw.
