I seem to remember, right after 9-11, one of the plans the US announced they were going to implement was going after the money.
They openly stated they were digging into the financing of terrorism, globally. Did the terrorists not believe it or think the US government incapable of being successful? Pretty stupid either way...anybody can tell you the one thing the US government can do well is,.... grab the money.
