The population has increased significantly from 1970 to 2010, so even though the addiction percentage has stayed roughly the same, the resulting number of addicted people will have been growing each year.

The chart would have to be # of addicts vs. dollars spent, or else percentage of the population who are addicted vs. percentage of the annual budget (or whatever) that is spent on fighting drugs.
