He came in too steep for too long to pull up and achieve level flight. He got the nose up to avoid plowing into the ground; but, the aircraft was still descending and did a belly flop. The aircraft had already slowed to deployment speed and the ground friction probably caused further loss of speed while the bounce also changed the pitch sending the aircraft back down again. That wasn't tarmac beneath them.
