Dial-up internet?

What dial-up internet service would you recommend these days? My only advice (for my sister, who wants something as cheap as possible) is, "avoid AOL." I haven't done dialup for several years. Netzero? PeoplePC? Are they any good?

I know a couple of people who like Earthlink, but they may not be in her area.

Netscape is very cheap but I thought netscapes customer service was horrible. I thought AOL was good. I never recieved any hard sells and they did what I asked them too when I asked them too unlike Netscape.
