Artist Gerry Hofstetter created this at the Goesgen nuclear power plant - a projected work of art, part of his light art project "Monuments of Switzerland".

The nearest nuke plant to me is in Limerick, PA. An appropriately cut green gel, a lens, some powerful metal-halide lamps (probably already on site), and St Patty's Day would make for a hell of a prank.
