There are people who think is a great Idea. I do not.

No, I don't want to sit, eat, drink, or hang out, on a filthy piece of sidewalk(pavement for Brits) just because it's pumped up.

Don't blur the boundaries, that only causes disputes. Where does rain and pee go?
Not only the cleanliness factor, apparently this is hydraulic or pneumatic, although I don't understand "pump down". Either one opens
a whole can of worms. Any trash thrown or blown under a raised section will keep it from returning to flush making a tripping hazard.
Who is liable for trips or pinched fingers/toes? It doesn't look cheap, especially the installation.
Nope, bad idea.
