(supposing that area has a population of hummingbirds -- the usual reaction to seeing a hummingbird here in midtown Manhattan is something like "OMG you guys look at the hummingbird!!!!!!," which is not necessarily an ideal situation for a spy-drone).
My immediate reaction, because I was thinking of England of course.
Still, I can think of many legitimate reasons for the American Goverment to spy on it's own citizens. No, not being sarcastic - I'm thinking homegrown criminals as opposed to international spies. Drug dealers, paedos, kidnap/ ransom cases and many more are subject to covert surveillance evidence could be obtained using a device like this.

Anyway, it's cute. How long before a Japanese company is marketing them as toys?

Yeah. I wasn't particularly interested in the spying aspects. I just thought it was cool that they got a mechanical doohickey to fly like a hummingbird.
