I don't see why the ISP should have to monitor this or take any responsibility for what their users do.
That's like saying the used car yard is responsible for someone buying a car and then running over someone in it. The industry needs to find another way to manage this issue and I hope they do, but attacking the ISP's for it is not the best way in my opinion.
