Snow Advisory Now In Effect From 7 AM To 9 PM EST Thursday... Accumulating Snow Is Expected To Develop Over The Twin Tiers Of Southern New York And Northern Pennsylvania Thursday Morning... Generally Between 7 And 9 AM. The Heaviest Snow Should Fall From Late Thursday Morning Through Mid-Afternoon... Generally Between 11 AM And 3 PM. Snowfall Rates Of An Inch Or More Per Hour Could Occur During This Time Frame. Snow Should Gradually Taper Off During The Late Afternoon And Early Evening Hours. Storm Totals Of 3 To 6 Inches Are Expected By Thursday Evening In Most Areas. Locally Higher Amounts Of Up To 8 Inches May Occur Across The Northern Tier Counties Of Pennsylvania...
