To combine (two variant texts, for example) into one whole. Somewhere along the way folks were talking about whether or not GWB and his unindicted co-conspirators "conflated" 911 and the Iraq War. In my view, the administration generally stayed away from specifically linking the two events, however, they worked very hard to create a culture of fear in this country rooted in 911. This allowed for the impression that the President's first priority was the safety of the American people therefor Iraq had to have something to do with addressing our security. That is conflation. Two narratives became one with media hacks doing the dirty work, while the administration remained silent or at most unenthusiastically denied a connection. I can see however that if someone mistakenly believed invading a Arab country would make Americans safer, they could separate those things... maybe?
