This purports to be a real document ... snopes doesn't have anything on this, so it could be so.

Goes to show you that one should be 1. very specific when making a request for a particular service, and 2. check the work before you have it printed.

Someone probably ended up either filing expense report receipts in Fargo, or promoted to head of a department and given an increase in pay grade.

I think it's real. I remember hearing about it when it happened.

The right wing pundants had a field day with it, since Clinton was president at the time. They blamed it on him and the Democrats.
