Not sure where you came up with the 33.3% figure -- decibels measure a ratio on a logarithmic scale:

db = 10 x log (A/B)

for a doubling of power, A/B=2, so

10 x log(2) = 3.010299

which is almost always rounded off, hence "3 db"
