The definitions can be a slippery slope.

I find it helpful to think of it as the Spectrum of Islam Continuum:

Muslims (have Islam as their religion) > Fundamentalist Muslims/Islamists (have Islam as their religion and politics by peaceful means) > Extreme/Fanatic/Radical Islamists [Extremists] (have Islam as their religion and politics by any means necessary).

Between the terms Muslims and Islamists there's some overlap; but, I don't consider them the same.

Between the terms Islamists and Extremists (like ISIS) there's some overlap; but, I don't consider them the same.
