I would assume they know their shit by now. In the supermarket are plastic bags labeled 54 pieces containing three boxes of 18 pieces. Each 18 piece box contains two bubble-paks of 9 pieces each. On a bubble-pak there are two rows of five but they only need 9 so one goes to waste. Why?

Why would the not use that spot to make it 10, 20, 60? Like I said they ought to know their shit by now but this seems dumb. Am I the only one to wonder why? Maybe not, so that's why they clearly label the quantity at each step.
