Well, I happen to know one of those dozen couples. Wife accidentally got pregnant with the second, and they refused to abort. Husband worked for the government; he lost his job and they burned his house down. (Why they don't just evict them and give the house to a different state worker, I don't know. Symbolism or whatnot.) All this happened earlier this year.
And let's not forget the thousands upon thousands of babies that are suddenly no longer allowed to be adopted out internationally. The government says they are all being adopted domestically now.
