Hmmm. It's not really a new reason for war with Canada.
Prudent Beaudry, a Mayor of Los Angeles, came close in the 1860's
when he set about to "annex" Canada into the U.S. over water sources.
(This "forceful" idea has re-appeared in California politics several times since then.)
...and more recently Donald Rumsfeld publicized the right of the US
to position troops anywhere in Canada based on US war plans initiated in post-WW II.
