Not really a Who Is This?, but, rather, a Is That Really Who That Is?

The pic says that's Vladimir Putin, yeah, the guy with a fuckin' head full o' hair, and the camera around his neck. It sorta looks like ol' Vlad. But, I just can't sell myself on it.
