*shakes head* 'mongrel' just means it is a mix of several breeds (as opposed to cross-breed which is usually two identifiable breeds).
There are feral dogs in most countries. Very few in the UK, though lots of strays. Google feral dogs in the USA and there seem to be a few areas with high numbers of feral dogs.
It depends on the dog-owning/control cultures in a place though. In much of Britain and the US there is a sense in which dogs are either owned, or stray. In urban areas, there is usually an active response to stray dogs with dog wardens, pounds, rescue centres etc. So, can be hard for a feral population to arise and become established.
I suspect there may be some fully feral, wild dogs over there though, which we don't generally have here.
