Also these sidewalks in the picture aren't currently very crowded, but if you are on a crowded sidewalk, you can be following behind someone and not be able to see the ground in front of them because they are blocking your view. They might be behind someone in front of them, and their view is similarly obstructed. They come up upon these houses at the last second, and step over them in order not to trip. You don't see their body swerve out of the way, like it would with a fire hydrant or a newspaper box, so you don't have the visual cue that you need to watch out.
I don't have a problem with the dice and stacks of cards, because they are in a protected area behind a parking sign, but those houses are right out in the middle of the sidewalk in the spot where people walk.
