Do you know him in real life at all? Real name, address, phone number? What he did was pretty bad but if its his domain there's not much you can do (except maybe haxor of course
).
As for finding out his identity, try running a WHOIS search on his domain. Its not guaranteed to be accurate but it will often turn up a name and phone number. A good one can be found
