Well, I think it's just a stream of consciousness writing experiment. So, I wouldn't expect it to make much sense. But there is a kind of internal coherence to it which seems, to me, to be drawing on some quite unpleasant things.
[eta] Though, as you say, not knowing what he's drawing from makes it difficult to figure out. It could be that there's nothing racist about it at all.
