Often someone will steal a bike only because he needs a ride. Then leave it in the street abandoned. Cop houses have plenty of bicycles abandoned this way. A place to look.
Well, they stole my bicycle twice. Caught them with the bike both times. Cops clearly knew he stole it. And refused to prosecute. Cost of prosecution is higher than the price of a bike.
In NYC, even murder rates were reduced when such crimes were prosecuted. Well documented even in a recent issue of Scientific American. The difference between an MBA trained law enforcement officer and one who comes from where the work gets done.
In many jurisdictions, it is legal to steal a bike because laws are not enforced.
