If you buy it at a retail outlet (like the SEPTA sales offices or Super Fresh), no. If you buy it through a TransitChek program like I do, it's possible that the program keeps track of who gets which pass...I doubt it though.

They are, but I doubt many people pay attention to it. I couldn't tell you what the number on my pass is.

A lot of people blow off the signature and phone number lines on the back of the pass. And granted, there's no guarantee that you'll get it back if you sign it and put your phone number on it. But if I'm going to spend $120 a month for a small piece of plastic, I might as well do what I can to see that it gets back to me if lost or stolen.
