Apple cider vinegar itself is acidic, but it reacts with and removes hydrogen ions from the stomach acid, leaving a more basic solution remaining. Prior to both c-sections, the hospital gave me a shot of apple cider vinegar to swallow, to reduce the pain of stomach acid flowing back up my esophagus as the anesthetic kicked in. Plain white vinegar does not have the same chemical composition, however, and doesn't achieve the same effect at all.
