These trout were wild. Above the dams most fish are wild except for some lakes that planted for sport-fishing.
But Oregon does have
massive hatchery programs to support the salmon and steelhead fisheries which under heavy pressures from sport- and commercial-fishing, tribal (Native American) treaty rights, and the Endangered Species Act.
Talk about controversy...
