This is the state protecting you from yourself, at its worst. Gumint employees, all the way to the top, refusing to be rational or logical for fear of sticking their neck out.
In fairness to the state, they have to mandate systems that are mostly idiot proof. Systems like the one in the link and many others that seem to come from predominately Scandinavian countries, work well and are proven. Most of these systems require that the users be proactive, however. Common sense about what you put down the toilet like disposable diapers, tampons and cigarette butts, is imperative. Checking on performance and occational tweaking is necessary. That means you have to understand the hows and whys of the system. Most people don't and don't want, to know how it works.
The state takes the position that no matter how capable you are, the next owner might be a problem. They also want to make sure the next owner doesn't buy into something they are unaware of.
Lancaster County now requires the Amish to fully code wire and plumb all new construction, even though they don't use it, so the next owner is compliant.
If the state provides a system of variance from the code there will always be scum bags with money, lawyers and political pull, trying to circumvent the code for a quick buck.
Bottom line = we're screwed.
