Your headline makes it sound as though this were an Obama creation, yet the text you quote (bold mine) implies that he just hasn't gotten around to changing yet another of GW's unpopular policies.
Of course, I didn't bother to read the article before I posted... it wouldn't be "knee-jerk" if I did.
