I believe the "oofical" designator of the ending is determined by the spelling of the state in question.
For Example,
California = Californian
Nevada = Nevadan
North Carolina = North Carolinian
Wisconsin = Wisconsonian
Now, I'm sure there are exceptions (Hawaii comes to mind) but in general, I think that is the way it (is supposed) to work.
