My brother lives in LA so I fully understand your confusion. I believe that occasionally water, similar to that which flows from a tap, falls from the sky landing in the LA basin. Follow close here...part of your refrigerator is really cold and there's frost in there. Well that "frost" is actually frozen water like in a pina colada. In my part of the country if we want frozen drinks we can walk "outside" (the space between the car and home/work) and retreive this precipitate will nilly as it falls from the sky in its frozen state.
