There's quite a list of what can and can't go to guys in Iraq and Afghanistan - magazines that aren't that 'racy' are pretty high on the list. FHM is one that I remember not being able to be sent over when my brother was stationed in Afghanistan for a year. (Not that I read it, but I don't remember it being any worse than Cosmo for content).
I think the USO attempts to present the 'baseball, hotdog, apple pie Americana' version of the US - no matter where they go - however, being in an Islamic country - the attempt to 'clean up' American culture is probably a bit heavier. (Don't crap in the living room of the family you're visiting so to speak - even if they don't want you there to begin with).
