No, it didn't. It made landfall Buras-Triumph, Louisiana, as a category 3.

It's all moot, anyways. Katrina still
still produced a category 5+ storm surge -- large hurricanes often produce surges equivalent to that of a smaller storm with a much higher wind speed.
