Most of these countries are in war in the same way that the whole world is constantly in conflict. I would get philopsophical on you, but it's not really worth it. No, actually, you're wrong. His Testament was a series of letters suggesting what he thought should be done, and nowhere in there did he suggest a brand new, full Parliament.
