I can't access Urban Dictionary I Googled "top decker" and nothing promising came up on the first page (this thread was 9th!)

From context.... I assumed something to do with revenge, possibly involving food. But that doesn't fit in with doing it in a store?

A deck is a wooden platform, but hiding something rotten would be more likely to be underneath. A top can be something you wear - but if you sewed something into a top, you wouldn't wait outside for the pay-off.

I'm sure I'm missing something obvious. Someone please enlighten me so I can smack my head....
