Yes but while state game laws may allow the fishing rod to be used as a lawful means to catch a cat fish, it may not be legal for catching snakes!
I once caught a sea gull while wade fishing near Galveston. He flew down and snatched up my lure and took of, it was kind fun reeling him in like some kind of demon possed kite!
