I think you mean fork RAKE, which is the curvy bit at the end. Fork rake acts as a dampener somewhat, and it also increases the wheel base abit. Both things REDUCE response in handling, but confer a smoother ride.

A racing bike has less fork rake in order to give a better/faster handling response and also less dampening means more pedaling energy goes into forward motion.

I've seen a few straight forks, but usually on bmx or mountain bikes, the latter having shocks. I'm thinking having the center of the hub in line with the steering column (head tube) must give a direct response when turning rather than a lag. I'm not entirely sure about this last bit.
