100% correct. After 5:00, it's "roll up the carpet" in "downtown" ATL. There are a few areas (Buckhead, The Highlands, Little Five Points) that have an active nightlife, but I've never seen a city with such a dead center. Much of the people that work in the ATL are family-oriented types who live Outside The Perimeter (OTP).
