They knew that the food was bad. It says in the article that they had truckloads full of stuff that they were turning away, and it cost them too much money. I bet they just stopped testing the trucks because they didn't care about it. It also said that the dogs would not eat there food, the owners enticed them to eat it with gravy and whatnot.
